Temporary residence permit quota for 2027: 3,010 permits and a reserve of 900

The Russian Government, by Order No. 2807-r of 07.10.2026, has set the quota for issuing temporary residence permits (RVP) to foreign nationals and stateless persons for 2027. ConsultantPlus reported the document on 10 October 2026.

What has changed

The quota for 2027 is 3,010 temporary residence permits. In addition to the main quota, a reserve of 900 permits is provided. The order sets out how the quota is distributed among the regions of Russia: each region has its own number of permits.

Who is affected

Foreign nationals and stateless persons who plan to obtain an RVP in Russia in 2027 within the quota. Because the quota is distributed by region, the region where you will submit your documents matters.

What to do

• Find out in advance how many permits are allocated to your region. See the exact distribution in the text of Order No. 2807-r.
• Ask the territorial office of the Ministry of Internal Affairs which set of documents you need and when applications are accepted.
• Prepare your documents early: collecting and translating them takes time, and the quota is limited.
• If you plan to enter on a visa for obtaining an RVP, note that consular fees for such visas have also changed recently.

Which translations you will need

For an RVP application, documents in a foreign language usually need a notarized translation into Russian: passport, birth and marriage certificates, certificates, education documents.

Send your documents to Stylus: we will translate them into Russian and have them notarized at the notary office next door.
