Oryol Region clarifies the document required for assistance after losing property in an emergency
The Government of Oryol Region has clarified the requirement for one of the documents needed for financial assistance following the loss of essential property in an emergency. Resolution No. 580 of 29.10.2026 was published on the legal information portal on 30 October.
What has changed
- Subparagraph 6 of paragraph 8 of Annex 2 to Oryol Region Government Resolution No. 350 of 23.06.2022 has been revised.
- This subparagraph requires a copy of the report issued by a commission established by the local authority at the place where the applicant or their family resides or is staying.
- The report must establish that the applicant lived in residential premises within the emergency area, that their living conditions were disrupted, and that they lost essential property as a result of the emergency.
The amendment concerns a supporting document for financial assistance rather than the amount of the payment.
Who is affected
Russian citizens, foreign citizens and stateless persons who apply for financial assistance after losing essential property in a natural or technological emergency in Oryol Region. These are regional rules and do not establish requirements for the whole of Russia.
What to do
- Ask the local administration how to obtain a copy of the commission's report at the place where you or your family reside or are staying.
- Check that the report confirms residence in the emergency area, disruption to living conditions and the loss of essential property.
- Before applying, request the current list of documents: Resolution No. 580 clarifies only one subparagraph of the rules.
Which translations you will need
If you submit a passport or other documents in a foreign language, check with the receiving authority in advance whether a Russian translation and notarisation are required. The amendment itself concerns the municipal commission's report.
Send your documents to Stylus: we will translate them into Russian and have them certified by the notary in the office next door.
