The Federal Tax Service approved the form for ESIA data on foreign citizens for tax registration
By Order No. ED-1-14/466@ of 10 July 2026, the Federal Tax Service of Russia approved the form, filling procedure and electronic format for data from the unified identification and authentication system (ESIA) on foreign citizens and stateless persons who have passed the verification procedure set by the Government. The order was registered with the Ministry of Justice on 31 August 2026 under number 88083 and published on 2 September 2026.
What it is for
According to the order, ESIA data is passed on for registering and deregistering with the tax authorities individuals who are foreign citizens or stateless persons. Put simply, the tax office will be able to register a foreigner using the data they confirmed through Gosuslugi, without a separate visit with paperwork.
When it takes effect
One month after official publication, but not earlier than 1 September 2026. So the procedure will start working in early October 2026.
Who it concerns
Foreign citizens and stateless persons who go through data verification in ESIA, that is, confirm their account on Gosuslugi. For those working in Russia on a work patent or applying for a temporary residence permit or residence permit, tax registration is needed for a Tax ID (INN) and paying taxes.
What to do
- Check that your Gosuslugi account is verified and that the data in it matches your passport and migration documents.
- Keep a notarised translation of your passport to hand: it is what the spelling of your name is checked against in every Russian database.
- If you already have an INN, nothing needs to be redone; the order describes the transfer of data between authorities.
