Yugra approves restrictions on employment under labour patents for 2027
On 3 November 2026, the official legal information portal published Yugra Governor's Resolution No. 104 of 29.10.2026. It prohibits businesses in the region from employing foreign nationals under labour patents in certain economic activities in 2027.
The resolution itself takes effect on the date of signing. Employers must bring the number of these workers into compliance before 1 January 2027, while observing labour law. This is an adopted act, not a proposal.
Which activities are affected
The list contains 30 entries. Examples include the manufacture of bread, fresh pastry goods and cakes with a short shelf life (code 10.71), warehousing and storage (52.1), and arts, sports, leisure and entertainment (Section R, codes 90-93).
The full list extends beyond these examples. Check the specific activity and its OKVED economic activity code against the resolution and the ConsultantPlus summary table.
Who is affected
Businesses operating in Khanty-Mansi Autonomous Okrug - Yugra that employ foreign nationals under labour patents. This regional restriction concerns a specific legal basis for employment. It does not prohibit all foreign nationals from working in Russia, nor does it establish these rules for Nizhny Novgorod Region.
What to check in advance
- Employers: compare the actual business activity with the list and OKVED codes in the resolution.
- Identify which foreign employees work specifically under a labour patent.
- Plan the necessary personnel measures, taking account of the deadline before 1 January 2027 and labour law requirements.
- Workers: before accepting a job in Yugra, ask the employer whether the restriction affects the proposed work and your status.
Documents and translations
The resolution does not introduce a separate list of documents requiring translation. If a passport or other foreign documents are needed for the paperwork, ask the receiving party about Russian translation and notarisation requirements. A translation does not remove restrictions on hiring.
Send your documents to Stylus: we will prepare a translation for the Ministry of Internal Affairs or your employer and arrange certification by the notary in the office next door.
