FSB repeals the 2021 form for notifying a foreigner of a ban on entry
On 30 September 2026 FSB Order No. 331 of 10.09.2026 was officially published. It repeals FSB Order No. 199 of 28.05.2021 "On approval of the form of notification of a foreign citizen or stateless person of a decision taken in respect of them not to allow entry into the Russian Federation". The order was registered by the Ministry of Justice on 30.09.2026 under No. 89533.
What has changed
The form of notification of a ban on entry approved by the FSB in 2021 is no longer in force. The order states that it was issued to bring FSB acts into line with legislation, on the basis of amendments to Government acts approved by Decree No. 1320 of 29.08.2025. The order itself does not establish a new notification form.
Who it affects
Foreign citizens and stateless persons in respect of whom the FSB takes a decision not to allow entry into Russia. Repealing the notification form does not cancel decisions on bans on entry that have already been taken and does not change the grounds for them.
What to do
- If you plan to enter Russia and are not sure whether there is a ban, check in advance using the verification service on the Ministry of Internal Affairs website, not at the border.
- If you have received a notification of a ban on entry, keep it: to appeal the decision in court you will need the document itself and information about when and by whom the decision was taken.
