From 1 September 2026 notifications to the MVD about hiring foreigners are filed on new forms

Order of the Ministry of Internal Affairs of Russia No. 290 of 12 May 2026 approved a new form of petition for engaging a foreign citizen as a highly qualified specialist, and new forms of notifications about foreign citizens carrying out work in Russia. The document was published on the official internet portal of legal information on 2 June 2026.

What has changed

Up to and including 31 August 2026 employers filed notifications on the forms of Order No. 536. From 1 September 2026 the forms of Order No. 290 apply. A notification about concluding an employment contract or a civil law contract for works and services is filed using Annex No. 7, and a notification about terminating or cancelling such a contract, using Annex No. 8. The new order is designed for the long run and is valid until 1 September 2032.

The form is determined by the date the notification is filed, not by the date the contract was signed. If the contract was concluded in August but you bring the notification in September, you already need the new form.

Who this concerns

All employers and customers of services who hire foreign citizens and stateless persons: companies, individual entrepreneurs and private individuals. The deadlines have not changed, the notification is filed within three working days from the date the contract is concluded or terminated. Liability for failing to notify and for breaching the notification procedure is set by part 4 of Article 18.15 of the Code of Administrative Offences, and it is counted separately for each worker.

What to do

• Replace the templates in your HR records and in 1C with Annexes No. 7 and No. 8 of Order No. 290, and remove the old forms so that nobody files them out of habit.
• Check drafts of notifications for August contracts: if you file in September, redo them on the new form.
• Match the spelling of the employee's surname, first name and patronymic with the notarised translation of their passport: the data in the notification must match the documents the MVD has received.
• Check that the details of the education document and of the permit documents are taken from the translations, not from the form in a foreign language.
• Appoint a person responsible for filing and keep a log with dates, so that the three-day deadline does not slip over a weekend.
